This is a super rare Presto 6N Record Lathe Dashpot. This helps to prevent your cutting needle from bouncing on the disc when you drop it by slowly lowering it onto the surface. This has everything you need for the Dashpot EXCEPT the vertical top bar that sticks out of your overhead carriage. These usually come on lathes that are missing the actual dashpot.
