There is some cracking on the outer shell / covering and the corners of the covering are separating. Also the end of the arm seems to be separating as you can see in the last photo, the red rubber gasket / seal is hard and doesn't flex or bend when you put pressure on it... .See all the photos and video for best description of condition.

With the help of an Ebayer who knew a little about the operation of this item, I wound it all the way up and it appears to operate as it should. It spun a little slow, but after winding it several times it started speeding up. It was explained that this is normal if it has been sitting for some time. DUE TO SHIPPING AT ALMOST 30 lbs.... I WILL REFUND YOU MY UPS SHIPPING DISCOUNT AFTER YOU PAY AND I PRINT OUT THE SHIPPING LABEL... I GET A 30-40% DISCOUNT. SO WHATEVER EBAY SHOWS AS YOUR SHIPPING COST, EXPECT AT LEAST A 30% REFUND ON THE SHIPPING...
